Stakeholder Feedback- Guide to Fire Safety Measures for Persons with Duties – Residential Care

The Ministry of Housing, Communities & Local Government (MHCLG)  invites you and your organisation to comment on the Guide to Fire Safety Measures for Persons with Duties: Residential Care (attached pdf).

The current suite of premises specific guides (sometimes referred to as the “CLG guides”) is split into two parts. Part A covers what a fire risk assessment is and how one might go about it, and part B covers fire precautions relevant to the specific premises.

MHCLG is replacing part A of all the guides with a single overarching guide titled Guide to Fire Safety Measures for Persons with Duties: Principles of Fire Safety. This will provide guidance on general fire safety issues that are relevant across all premises types.  Alongside this we are also producing a range of premises specific guides which will replace Part B of the existing guides.

The premises specific guides are supplementary to the Principles of Fire Safety guide. As such, they are not intended to be read in isolation and should be used alongside the Principles guide. You may therefore find them less comprehensive than the previous versions.

NOTE: The draft Principles of Fire Safety guide is attached for reference only. This has already been subject to stakeholder engagement, and we are not seeking further comments on it at this stage. It is provided to support cross referencing with the residential care guidance.

This is a DRAFT version ONLY and should not be considered government policy. It should not be used in a practical setting and is being shared for the purpose of commenting on the draft to check if the content is unclear, incorrect or could be improved.

The closing date for this engagement is 30th June 2026. Responses received after this date will not be considered. Please send all responses to firesafetyguidance@communities.gov.uk

A response spreadsheet is attached.  We ask that responses are submitted through this spreadsheet. To support analysis, we request one consolidated response per organisation where possible. We would welcome concise responses (around 150 words per comment).

Greyed-out text within guides represents content that is duplicated in other guides in this engagement exercise.

Please feel free to share this with any other relevant stakeholders within the residential care sector who may wish to contribute.
